To whom it may concern
Be it Known, that reposing special confidence and trust in the integrity. honor, and loyalty, of the bearer, Lieut Robt S. Edwards, we have authorized him to recruit men for the Continental Guard.
He is hereby commended to the confidence, and co-operation of all who honor our flag, and desire the perpetuity of our Union
